Cumhuriyetten günümüze Türkiye'nin 100 yıllık sağlık politikaları ve dönüşüm süreci

Abstract

Sağlık politikası, bir ülkedeki sağlık sektörünün toplumsal ihtiyaçlar ve öncelikler belirlenerek düzenlenmesi ve yapılandırılması olarak tanımlanabilir. 1923’den günümüze dek uygulanan farklı sağlık politikaları ile sağlık hizmetlerinin niteliği ve toplumun sağlık düzeyi yükseltilmeye çalışılmıştır. Bu çalışmada Türkiye’de sağlık hizmetlerine yönelik izlenen politikaların ve sağlık alanında gerçekleştirilen reform çalışmalarının Cumhuriyetin kuruluşundan bugüne tarihsel süreçte gelişimi kronolojik olarak ele alınmaktadır. Söz konusu süreçte Türkiye’nin sağlık politikalarındaki dönüşüm süreci; demografik göstergeler, kurumlar ve altyapıları, sağlıkta insan gücü ve sağlığın finansmanı olmak üzere farklı kategorilere ait veriler ortaya konarak analiz edilmiştir. Ayrıca sağlık sektörünün tarihsel süreçte dönüşümü, ülkenin içinde bulunduğu siyasi, ekonomik, kültürel ve toplumsal ortamdan bağımsız ele alınamayacağı için bu faktörlere dayalı olarak Cumhuriyetten günümüze Türkiye’nin konjonktürel değişimi özetlenmiştir. Son olarak uygulanan sağlık politikalarındaki dönüşüm değerlendirilirken yapılan çalışmalar tarihsel dönemler halinde gösterilmiştir.

Health policy can be defined as the regulation and structuring of the health sector in a country by determining social needs and priorities. With different health policies implemented since 1923, efforts have been made to improve the quality of health services and the health level of the society. This study chronologically examines the development of policies and reform efforts in the field of health care in Turkey since the foundation of the Republic. In this process, the transformation process in Turkey's health policies is analyzed by presenting data from different categories such as demographic indicators, institutions and their infrastructure, manpower in health and health financing. In addition, since the transformation of the health sector in the historical process cannot be handled independently from the political, economic, cultural and social environment in which the country is located, Turkey's cyclical change from the Republic to the present day has been summarized based on these factors. Finally, while evaluating the transformation in the health policies implemented, the studies carried out are shown in historical periods.
